Need some help, GREATLY APPRECIATED

I have decided to start doing some animations but ive recently found out i dont have anything installed on my computer that will let me do so...lol...so i ask you this, to any animators who may see this, leave your suggestions on what i should download to get started

It was a frickin sweet skeleton with wings sitting in a throne holding a scythe (sorta resembled grim reaper) but i guess when it got streched out it pretty much changed to pixels...
